What is a good way to scrunch/curl my type of hair?

My hair isn't really thick, and it's not really thin...everytime I try to curl it with my curling iron, it only curls the ends. I tried this tresemme curling spray and then scrunched it, but it didn't stay. My hair is naturally straight and a few inched pasted my shoulders. Does anyone know a good way to curl my hair? I don't want an afro...but some nice waves would be wonderful. I tried these soft curlers that bend, but they didn't stay in or curl that well. I have lost all hope and only wear ponytails now. Please help! Thanks.
